Im going to take the Devil's advocate position. I dont think this is such a dumb request myself. I can think of alot of reasons companies would want to disable the bcc: functionality. As far as I tell, bcc: support is not an absolute requirement of the RFCs and it would certainly upset alot of your sneaky peers if they couldn't use it!
