Yes and No. No you can't use something that's not in the GAL. Yes, you can use an Internet address in there, but you need to create a Custom Recipient for that Internet address. At that point that foreign entry would be in your GAL, so you would be able to use in the delivery restrictions.
What are you trying to do? There may be other and better alternatives.
