We had this problem. I couldn't find that file anywhere. I even tried searching for it on the web, and found nothing. This was a Dell server that had been installed by Dell's "OpenManage" utility (kinda like Compaq's SmartStart, except SmartStart at least works some of the time). We had already had a number of odd things happen, and this was the last straw. We nuked the install, and installed Win2K from the Microsoft CD, and things worked fine.
