Try setting the dword to 0 and see if that does the trick.

I am trying to enable the PassEncryptedZips registry value for
Groupshield 4.5 sp1, which allows password encrypted zip files to be
received.  The readme says only to create a string value.  The Cert.mil
site says to create a DWORD value and set it to 1.  I've tried both and
after restarting the Groupshield service it still quarantines the file.
