Well, it really depends on the agreed final scope of the work is.[1] I would think that if the scope were limited to a script applied to all items in a folder which, when the items was next opened caused a copy to be moved to another PF (and nothing else) that would probably fall within the $200 - $500 range depending on a number of factors including the developer involved, the level of support required, etc...
Most of the developers I work with start in the neighborhood of $200/hr for Exchange and Outlook programming. Course an hour of their work is often the equivalent of 5 hours work by someone else. [1] Any or all of your price ranges below might be appropriate depending on what the scope is.
