What do you mean, "ghosted"?

I realize that. When I go there it is ghosted out as if I have the
server
deletion setting set to 0 days which would flag messages to be deletd
from
the server as they are deleted from the client. I have set the server
localy and through policy to hold deleted mail for 14 days but can not
recover mail from the client. I have also applied the policies. I can't
think of what I am missing but assume that it is an issue with the
server
not the client or client proccess?

Just going into Deleted Items isn't enough. Choose Tools / Recover
Deleted Items when in that folder.
