Is his mailbox over it's limit? Or not allowed to "Send and Receive?" I had a problem with a user like the one you are describing. I bascially had an account they were trying to access their mailbox limit and send and receive limit set to 0. After I reinstated it, it worked fine. Just throwing out something off the top of my head.
