But will these users connect your server and clear out their mail after it
has been forwarded.  If not then it will just accumulate in their mailbox
doing absolutely nothing.

Another alternative would be to 

        export/archive their mailbox into a PST and give it to them to
import into their new system
        delete their mailbox on your system
        create a custom recipient on your system with their new SMTP address
        assign their old SMTP address as a secondary SMTP address to the
custom recipient

Then any mail sent to their address on your server would automatically be
sent to their new system.

Based on what you have said  here I believe your solution is to go into your
IMS and look at the "Internet Mail" tab and click on "Advanced".
