Daniel, How come then you could shutdown a server quicker by specifying the shutdown order of the services in a batch file (as requested here) then shutting down SA? if that was the case then the batch file would make no difference.

My predecessor here has it drilled into everyone that you have to use his batch script to stop Exchange services in a certain order. I know the info store stopping cleanly is the biggest one you want.
