It's just a bandwidth issue, isn't it? If you're on a 33.6 dialup connection, you can't get much more in way of speed out of it. Even if you had them VPN in, the speed doesn't change. My remote users that use OWA with dialup get by with it, and those with broadband think it's pretty darn neat! There are some tuning issues with OWA that might help, you might dig into technet a bit.
