This has always been an issue with OWA and why some companies flat out
refuse to use it.

        Are you looking at MessageWare (http://www.messageware.com)?  I
have not worked with them personally, but I know a couple of folks that
have had good things to say about them.  

        Of course, you could always wait for Exchange 2003.  :-)
