They are across a WAN os I will attempt Separate Routing Groups.
Also I have a Test Domain Set up that works perfectly, when I go into
System Manager it is presented like this:

+ Global Settings
+ Recipients
+ Servers
+ Connectors
+ Tools
+ Folders

Now when I go into Production It displays like this:

+ Global Settings
+ Recipients
+ Administrative Groups
    + First Administrative Group
        +Servers
        +System Policies
        +Routing Groups
        + Folders
+ Tools

Can I ask what the Difference means?

If the servers are separated by a WAN link, it may be a good idea for
them to be in separate routing groups connected by a routing group
connector.  But that's a generalization; I don't have all the
information to say that that's a requirement.

Not sure....   I have inherited this Design so I will check into it,
however we are in Native mode and there are no Exchange 5.5 Servers in
the Domain.

Oops.  Disregard my previous post.  You said they're not in separate
routing groups, so no connector between them should be necessary.  What
is the IMS used for?  You're still in a mixed-mode organization and have
an IMS on a 5.5 box?

Is there a Routing Group Connector? Their do appear to be 2 routing
connectors IMS and another one for a different external Domain

Hopefully this will give a better description of my problem:

Heres the situation:
I have 1 Domain (Windows 2000 Native Mode)
I have 2 Exchange 2000 Servers both in separate sites
The 2nd Exchange Server is a new install on the Domain Controller in a
remote Office. The 2 servers appear to see each other with no issues; I
am able to move mailboxes between them with no problem. However, when
place a user on the new server they are:  
1. No longer able to send and receive Internet E-mail
2. No longer to e-mail anyone in the GAL unless that person is on the
same Server. 3. I also begin to get Public Folder Conflict Messages

Now I've done this before 2 Servers in the same Site...
But only with Exchange 5.5 Can anyone point me in the right direction?

Had an existing Exchange 2000 Server....   Added a New Server to the
Site with Exchange 2000.
This gives me 2 servers both with Exchange 2000 and I was moving users
between them.

I added a new server to our site, I moved Mailboxes to it and now it
appears that those mailboxes are only able to send and receive messages
to people that are on their Server. After about 12 hours I get a message
stating: 

This is an automatically generated Delivery Status Notification.

THIS IS A WARNING MESSAGE ONLY.

YOU DO NOT NEED TO RESEND YOUR MESSAGE.

Delivery to the following recipients has been delayed.


I've done mailbox moves before and never had this issue, anyone got any
ideas?

Windows 2000 SP3
Exchange Server 2000 SP3
