is it REALLY by design ?

We currently have this issue, where some messages sent to public folders
(sent from the internet to the address of the public folder) are arriving as
Posts, and others are arriving as messages.  The problem is that posted
items don't have the same features as messages (no Follow-up flag for
example).  Looking at the internet headers of the messages, there are subtle
differences, and even messages from the same physical company, but different
users are alternatively arriving as posts and messages.  We need to make
sure that items arriving at the public folder arrive as messages, NOT posts.
And *please* don't say to convert the PF to a Mailbox :P
