Well.... I rebooted the server and the RUS stamped the new users. That's great. It starting to break again today. Now I am seeing an event ID: 2035 (Q286356)which is pointing at a FAXMAKER address type. Faxmaker doesn't exist anymore and hasn't for a year or so now. Why it is just now popping up I don't know. I have looked and this address type doesn't exist anywhere. I used ADSI to check everywhere that this type could exist... Nothing.
