Jim, if this is an AD DC and you are the administrator of the local machine, then you are possibly a domain admin (since the local machine doesnt actually have a local security database, its the DC). Same for local groups, it wont have any.
Domain Admins are denied access to mailboxes, and a deny overrides any other setting, so that could be the problem.
