Outlook will attempt to resolve through all lists provided as address lists,
but it will stop trying to resolve in the first address book that it finds a
match for (though it may report ambiguous resolution for names in other
lists). If the GAL is set as the first address book to be searched, it
should try to resolve there first and only go to contact folders if there is
no match in the GAL. You could remove the OAB service as Ben mentioned, but
the addresses are no longer pickable from the address list view (though one
could go to contacts folder and select new mail message to contact).
