No offense, you're not the city of San Antonio. The city of San Antonio might send out unwanted mail admittedly[1], but UCE might be a tough one to pin on them. They probably would be a reasonably trustworthy opt-out sender as well (except for that damn San Antonio police department, which still won't let me back into the city).
