What happens when their hard drive fails, where is the backup.
You have already decided that keeping the emails is important, therefore:

1) storing the emails in a public folder is the way to go
2) Permissions can be set to only allow them to add messages and not delete. (no 
different to file permissions
3) You could assign a SMTP address to the PF and get them to send on behalf of the PF 
to save them .
4) Archiving after project closure to PST is the way to go (OL 2003 removes the 2GB 
limit)

I fear that I will run out of disk space very fast on the server. They
all have 20 GB free on their workstations, how about setting up a pst
folder on their D-drives, then they can drag the mails into that one?

Why not a publilc folder? You know the access on these can be limited so
each "pair" has their own folder that no one else can see let alone read
content from.
