Is it like "try this five times and on six it will work? And even if in senario 2 sending it to another server it never delivers doesnt it still sit on my server and eat up cpu/memory/disk? In senario 1 if the message is "relayed" to my server and to my clients it works right off the bat??!! i dont see how that is denying relaying? Doesnt that just open a huge window for asia-pacifica to spam my clients?
