The document management suggestion was inappropriate because we have a single document that 2 people have modify rights to and another dozen or so people can read. So deploying a DMS is an expensive solution when the problem boils down to preventing 2 people from modifying one particular file at the same time. Especially if there is an inherent method within Exchange to prevent the problem from happening in the first place, which is really all I wanted to know.
