You have to grant the admin account explicit permissions on the mailboxes or on the information store that contains those mailboxes. There are KB articles about this.

In exchange 5.5 my account was sent as a permissions admin and I had access to open anyone's mailbox from with outlook (file ->open->other users folder) The mailboxes on the 2003 server will not open for me or if I use the exchange service account I need to have access to all mailboxes.
