If there are problems with the RUS, generally you will see the errors while the System Attendant starts (because this is the process that manages the RUS). When troubleshooting RUS problems I generally only need to work with one RUS from the domain that is having the problems to see where the problem is. As long as each server running the RUS has the same set of \exchsrvr\address DLL's your problem should happen on ever server hosting the RUS for that domain (thus you should only need to restart 1 RUS to troubleshoot). I try to put the RUS's on bridgehead servers for just such a reason (needing to restart the SA to troubleshoot it).
