I like it when the recipient SMTP handler returns the maximum male size
limit in the NDR, like the one below.  Not all of them do.

That way you can assess if your male package is the right size for the
recipient to take delivery.  Without that information, one might try sending
and resending until the male fits.

I understand the point about the recipients.  Some, like @home have
limitations, but do I have limitations set up in Exchange and , if so,
can I change them?  If yes, How?

He tried to send it to @Home.
@Home has a max attachment size of about 3MB. Aint gonna happen.

I could be the recipient mail system. 
You may also want to advise your user that many mail systems will reject
these messages and many users just don't want files that big.

On a side note, how many slides are in this presentation. Chances are
the user is putting something like 300DPI images in them and they could
be greatly reduced with a little care and manipulation.

One of my users wants to send out attachments that are 20 MGB or more.
These are PowerPoint files that he wants to send to clients.  We are
running Exchange server 5.5 in NT 4.0 behind a Raptor firewall.  When
attempting to send out this large a file, a reply comes back from the
system administrator to the effect that it is beyond the 5MGB limit. How
do I change this limitation?
