This link explains how to send as a public folder. It is for
subscribing a public folder to a mailing list but might help you figure
it out.

Subject: Send As public folder address
Exchange 5.5, NT4.
I set up a public folder for collection of various email messages. I'm
the
owner and I gave myself user permissions on the folder as well.
However,
when I try to send an email with the email address of the public folder
as
the "from" address, it tells me I don't have send on behalf of
permissions.
I set it up yesterday and tried various things with no success. On
another
mailbox I can send as, the permissions are the same. Is it not possible
to
send as for a public folder?
Thanks, Michelle
