I'd give you the Q article, but I don't have it lying around...
Usually this happens with the rollup security patch.
It requires you to edit root.asp in the webdata directory.

I have a user who we have changed their domain password.  When they go into
OWA, they are given a screen that says their password is set to expire in 0
days.  Go to options and change it.  When we go to options, and click on the
button to change password, we get a Page can not be displayed error.  Any
clues?  I need to fix this ASAP
