I already have service account permissions and schema permissions.

You need service account permissions

Subject: Exchange 5.5 Creating a second Global Address Book

We currently have Exchange 5.5. We need to create another Global Address
Book. I tried to add an Address Book View, but receive the message "You
don't have the permissions required to complete the operation" even though I
am logged on as Administrator (all Admins included). I was told this is not
possible unless I go in to raw Exchange and change the settings for Address
Book View. Its risky and I would need to make sure to have a good backup of
Exchange. I realize that in Exchange 2000 you can easily add another Global
Address Book, but financial constraints are not allowing us to proceed to
the upgrade. If you have any other ideas/suggestions please let me know.
Thanks.
