POP mail

Greetings I have just rolled out our Exchange 5.5 sp4 server on Windows 2000 (member server).  Everything is running fine.  The two things I cannot find any info on are:             1)When retrieving mail remotely using POP mail, the users can only use Outlook Express.  Outlook does not work using the exact settings (including SPA).  Is there a setting on the Exchange server I need to change?              2)When I get mail in to people who are no longer working here (no mailbox), is there a way I can have a message sent back or refused?  Some people sign up for so many lists, etc and get so much spam that I want to filter that out.  Thanks Steve   Steve Ens Information Technolgist APTN (204) 947 9331 ext.238   List Charter and FAQ at: http://www.sunbelt-software.com/exchange_list_charter.htm
