I don't recall if it was on this list or a different one, but "Act as part of the Operating system" is VERY different from Exchange Service Account Admin rights. VERY. Act as part of the OS is assigned in User Manager, not ExAdm. It's really a simple error stating that the account you are using to install the software does not have those rights. Make sure that the focus of User Manager is on the local machine, then go to Policies, User Rights. Click the Advanced box, then from the drop-down, you can select "Act as part of the Operating System". Make sure that the account you are logged in as has that right. Should solve your problem.
