Hi Ellery, I have just implemented MRTG in conjunction with active perl. I am not convinced that the stats are 100% accurate but they are pretty damn close and give you a good idea of what is going on for both inbound and outbound traffic.
Take a look at the following link - http://mrtg.hdl.com/nt-guide.html It uses SNMP to connect out to your routers and I believe that there are some addons that will allow you to graph protocol usage as well such as SMTP, HTTP, I will be looking at this later today myself, I'll mail you offline if I come accross anything interesting.
