The most expensive memory is that which remains unused. Exchange will sue as much RAM as it needs and/or can.
For 60 users, I would keep the other apps on a separate box. Using dynamic buffer allocation, exchange will cede RAM to other apps that need it; hoever, if you still feel performance lacking, you can limit memory usage in Exchange through the exchange optimizer application.
