Exchange auditing

I need to audit an employee who I suspect is reading other mailboxes that they shouldn't be and need to see when permissions are added or removed from a mailbox. Anyone know which auditing category covers this and what level (minimum, medium, etc.). Thank you Do you all have any type of ethics policy for support personnel?
