How is this user different than the others?  
Do you have other domains, OUs, or policies that differentiate this user from
the other users?  The error code implies relaying.  

As Kelly mentioned, was anything changed that would go into effect after the
services were restarted?

The user here that is trying to email her has been sending email to her at that
address successfully for months.  It just stopped working today.  I rebooted the
server this morning.

It appears that my system is keeping it from even going out (only one user is
having trouble sending to that address).

Is it any message? Or a specific one?

It may contain key words that are not allowed.

What is the user's name, is it Dick, or some other word that may be
considered offensive?

I have a user that is having trouble sending mail to one person outside of
our company.  No one else is having trouble sending to the same email
address.

I can not seem to find any information relevant to my particular issue.
