If you have not to many Public Folders you may export and import them through an outlook client. Make sure you've the owner permissions on every folder you have to export. To get/set all the permissions you may use the tools PFINFO and/or PFADMIN.

But do some tests (there is no harm in that!). So you can estimate the migration time you'll need. It's not that fast if you have a lot of objects to migrate...
