Did he/she close the message in question BEFORE looking at the
"envelope" ?

All right, I know this one is kinda off the wall, but it is happening to
the CIO so I guess I have to solve it....

When you reply or forward messages, the icon for that message usually
changes from an open envelope to an open envelope with a forward or
backward arrow on it indicating you have responded.  His Outlook client
has stopped showing the arrows when he responds.  We have tried
recreating his profile, reinstalling Outlook 98 and even upgrading to
Outlook 2000.  The server is 5.5, SP4.  

Anyone care to venture a guess on this one?
