The point is that it was out there at one time for no charge.  I don't ask for CD keys, either.

This tool was at one time downloadable at the MS site -- back when we didn't need it.  I don't steal software, but if I did, would not post a message to a list requesting it.

Isn't the Res Kit a "pay to play" deal.... ?
 
Not all of them; you can download most of the Win2K Resource Kit programs, I believe.
