I'm running windows2k no 98 or xp. I looked at my GPO & it's the same as yours. Any 
other ideas , I asked Microsoft for help & never received a reply

Ok, here's my settings that "I think" prevent this.

User Config\Admin Templates\Start Menu & Taskbar\Remove Network
Connections from Start Menu

User Config\Admin Templates\Start Menu & Taskbar\Remove My Network Places
from Start Menu

User Config\Admin Templates\Desktop\Hide My Network Places from Desktop

User Config\Admin Templates\Desktop\Do Not add Shares of recently opened
files to My Network Places
