The answer is "All Public Folders"; Outlook won't let you create a
folder under "Public Folders".

I am about to setup the Outlook security settings but have one question
I know one of you can answer.  In the documentation it tells me to
create the folder Outlook Security Settings on the Exchange Server.  It
says that this folder must be in the root folder of the Public Folder
Tree.
My question is do I create that folder under the Public Folders or All
Public Folders? 
When I am looking at my public folders in Outlook this is how they show
up: 
Public Folders 
        Favorites 
        All Public Folders 
                (Folders that I have creates) 
This may be a totally stupid question but I just got confused as to
where to create the security folder.  Sorry all I am still trying to
learn Exchange.
