It knows what the client has requested.  The default adult/junk mail rule in Outlook is explained in filters.txt on the client.

The Adult rule in Outlook is client specific.  Exchange makes no decisions.
 
You could look for the file filters.txt on the client side to see what the junk/adult email filter will do.

Hello all,

 

I'm hoping the guru's can give me a hand here. Can anyone explain to me how rules work in Exchange. I'm not looking for the novice end user answer, I mean where do they live on the server? What the difference is between client and server, besides the obvious. What I'm looking for is an explanation of how they really work, or better yet a good document explaining it.

 

For example, if you have a rule setup that says all Adult content goes to the trash with the exception of "X", how does Exchange interrupt that data? How does Exchange decide what is and what isn't adult content?
