There is no 'splash' screen in the logon process for Exchange2000. Yes, this is expected behaviour. The administrator currently does not have permissions to logon to this mailbox. Auditing on this server will show that. According to the documentation, I should be able to put in <server name>/exchange/<mailbox name> and put the administrators username and password in the log on screen. It just repeats the log on screen 3 times and then gives a 401 error. Implicit log on works correctly.
