file...

If its read only, you should get an error message.

My guess is it's set as read only, or in a folder where the user doesn't
have modify access.

It's not my file, a user who needs his mail(and created his personal
folder local rather than to the network share, so there's no backup), I
was brought in yesterday when all of a sudden his PC kept locking up
when going into Outlook.  The pst itself crashes anything that tries to
touch it.  I've run Scanpst with no luck, it gives me an error 25
minutes after I start it saying I don't have proper permissions on the
file.  I'm currently seeing what I can do with a
backup/restore/redirect.  Thanks much for everyone's suggestions.

Where do you see the 584megs, inside of Outlook or Windows Explorer ?

I've got an evil .pst file that won't open now that I've reformatted the
PC and recreated the Outlook account.  This .pst file is approx. 584MB,
not exceeding the 2GB limit...  But, it's crashing everything that tries
to get to it.  When I open the mailbox, after approx. 7 minutes of
cranking away at 100%CPU utilization, then I try to open this Personal
Folders file, I get a message that I don't have permission to open it.
What?  I wonder if there's a way to get into this file?  I've searched
TechNet, Google, my archive of messages from this list.  Anyone have a
suggestion?  Thanks in advance.
