Use the Top Level Folder Creation permissions.

I am running Exchange 5.5 Enterprise Edition with service pack 4.  Does
anyone know if there's a way to set the permissions on the Public Folder
(subfolders) so only the Exchange Administrators can create subfolders?  I
know once a subfolder is created how to setup permissions but I don't know
how to stop other users from creating subfolders and storing their
personal files.  Thank you!
