Only
those that need to have change/delete/create privileges. I don't give
anyone but Exchange Administrators owner privileges if the public folder is for
the entire organization, if it's for a specific department I'll give owner
privileges to whoever needs it.

Default permission should be set to "Reviewer" for all public folders. You can grant specific users access to specific Public Folders if they need access to make changes, add things etc. Public Folders are a great way for say a Purchasing Dept. to share their contacts within their dept. and the rest of the organization never even sees that folder.
