We have an exchange server 5.5 sp4 at a remote site

Everyone uses internet mail.

Exchange server is at remote site
Office - 120 staff

At one of our offices we have about 120 staff sending & receiving mail via their ISDN
networked router.

Bascially we have the occassional problem where someone within this office sends large
jokey files, AVI, MPEG to several people within their address book.

Even though these recipients are at the same building the mail goes to the remote server and then gets collected
using internet mail pop3 via Outlook Express using the router which in turn slows everything up.
When you have more than 6 people downloading a 4 mb message all at the same time through a 64 K ISDN line
then it brings the line to a halt.

We have our exchange server set to a limit of 5 mb but is there a way of say restricting messages of more than
2 mb to more than say 7 people.
