Actually, any permissions related to a public folder or a mailbox folder
are stored with the folder object in the respective store (priv or pub).
Hence a full restore of the Exchange 5.5 directory will not restore
folder permissions.

The same applies to BLB's. A BLB's doesn't do anything else than
connection as a MAPI *client* hence it reads only data and things like
views, rules, permissions, auto archive settings, folder agents/events
etc. are not backed up and cannot be restored.

All that also applies to Exchange 2000 BTW.
