Don't automatically assume it is a fault with Exchange. It could be a simple user type error (seems like this happens 99% of the time) I am assuming here that you looked at her inbox on her machine. Is it possible she has either:
1. sorted on something other than the received date so the new messages are scattered through her email ( easy to do when you accidentally click on the subject or sender headers in outlook.) 2. Set in place a custom view and this is excluding her new messages. To confirm do a find for one of the new messages.
