Tom, Yes, this is possible. You have to give the user directory permissions for the Public Folder.
Open Exchange System Manager Browse through to the Public Folder in question and go to properties. Click the Permissions tab Click the Directory Rights... Button. Add the user who needs to send as and you are done.
