WTF's a "bad server" ?

Anyway, better yet - "what have you investigated or done so far, and what, 
if any, reason is given in the delay messages from the other side?".  
Further, "do all messages to all destinations stop/hold at the same time?  
You say 'most' - what exactly does that mean?  Is there any correlation 
between those that are held?".

And don't forget "What OS and SP".
