Exchange Administrator equivalent account that lets you into anybody's mail.
And, the logon locally right would have killed all users, not just one, right?  I 
fixed the authentication issues by forcing a new SID via nuking the user off the 
domain.
Oddly enough, this is now fixed.  What I did (in a fit of total disgust) was to 
carefully do all the work over again (removing mail, user, user from domain, resynch 
domain, etc etc) and now it works.  I must have done something different the first 
time through (although I can't imagine what it might be).

User started getting "OWA was unable to get to your inbox" OK...Q248081
directly has this, but the proposed reghack doesn't work.  Nor do the
proposed "workarounds." Then I noticed that using userA in the OWA
screen, but giving it my Gawd account for NT authority let it go right
through. Exmerge to PST, Nuke user, nuke mailbox. Synch domain.  Wait 15
minutes. Recreate. Same error.  Account via client (outlook 2000) is
just fine.  OWA bombs. Anyone got some help on this?  It figures that
this stuff only happens to self-important stuffy types with the power
and the will to be difficult and cry till they get fixed.  :(
