You could do this with Mail Marshal.  It has the capability to setup
user by user rules.  Again it would be painstaking.  If you have the
need for this kind of security, you might also like some of Mail
Marshal's other features as well.

Praetor does. He is simply asking, unless I am missing something, to
filter out certain attachments to certain recipients. This can be done
via  a rule. Granted, it would be a granular and painstaking rule, but
Praetor would do it.

That is easily implemented via a 3rd party, but I am not familiar with
it being available in Exchange out of box.
