Here is what I would do for starters. Figure out the cost of additional hardware and software. Figure out how long it would take you to restore everything to that box and get folks up and running.
Frankly you cant find a solution to every scenario. Like was said before, even clustering which while troublesome with Exchange already is still probably the best solution, even it wont save you from a IS issue. Present that to management and see what they say. I would just bring the new server up clean. No restore or anything just enough so they can receive their mail & I can rebuild the old one. Then switch them back over. Question is how can I do this? Bring the server up with the same name. I have had problems with this in the past. I received messages like account already exits. I tried the /disaster recovery switch & it did help either.
